The Seattle Office of Immigrant and Refugee Affairs (OIRA) is seeking applications from agencies interested in providing naturalization assistance and related services to low-income immigrants and refugees as a partner with OIRA’s New Citizen Program (NCP).

About the New Citizen Program (NCP)

For more than 20 years, NCP organizations have provided legal assistance to low-income clients applying for U.S. citizenship, including many who are elderly, illiterate, or have limited English skills. In addition to representing clients in their citizenship cases, NCP organizations also provide citizenship instruction, interview preparation, as well as case management and referrals for particularly complex cases.

Eligibility

This Request for Proposal (RFP) is open to community-based agencies that assist immigrants and refugees living in the city of Seattle and King County. Agencies must be Department of Justice (DOJ)-recognized or have a pending application likely to be approved before June 1, 2022.

The online info session will be recorded and posted here shortly afterwards. We will publish a FAQ (Frequently Asked Questions) document below based on the info session feedback.

Deadline and Awards

The application, including applicant requirements and detailed instructions, can be downloaded here. For easier completion, Attachments 1-4 are available here. Applications must be emailed to [email protected] and be received by 5:00 PM on Friday, April 29, 2022.

No incomplete or late applications will be accepted. Please use Attachment 1 (Application Checklist) to ensure that your agency’s application includes all required documents. Initial awards will be made for the period of July 1, 2022 to June 30, 2023. While OIRA intends to renew contracts resulting from this RFP on an annual basis for multiple years, future funding will be contingent upon performance and funding availability.
